The Global Learning Group comprises two major operational areas, Global Education and Global Connections, with combined annual revenue of $75 million and approximately 80 staff members in Washington, DC, and some 400 on projects in other countries. Global Education brings together expertise in teaching and learning, education systems, policy, information and management, and research and evaluation to assist governments and communities to improve education outcomes, efficiency, and the effectiveness of the teaching-learning process. Global Connections promotes professional development for emerging leaders from around the world, representing a diversity of sectors.
As the Team Leader of Literacy and Learning, the Technical Advisor II coordinates the Global Education technical approach to improve literacy and learning outcomes among children in developing countries. Responsible for coordinating Literacy Team activities in three key areas: thought leadership, business development, and technical assistance to projects. Leads the ongoing development and refinement of the FHI360 approach to improving literacy outcomes in low-income countries. Represents FHI360 and its approach at professional forums and builds relationships with donor and partner organizations. Builds staff capacity at the home office and at the in-country/global level. Shares new knowledge/evidence and best practices through collaboration with relevant departments and personnel. Leads and participates in a team of technical advisors, officers, and consultants to secure new business. Provides technical leadership to headquarter and project staff designing and implementing technical strategies, programs or tools in early childhood, primary, and secondary grades literacy and learning. Provides technical advice based upon expertise and knowledge of evidence-based methods and strategies, current practice, and established research standards to ensure quality and rigorous design.
Serves as lead technical expert in the area of literacy and learning for the FHI360 Global Education Group.
- Links the Global Education Team and project staff with the current state of knowledge in the field of reading and writing education.
- Leads efforts to assure the quality of new and ongoing reading projects.
- Serves as the lead technical expert for the ABE-ACR IDIQ.
- Represents FHI360 and the Literacy Team at external events and builds relationships with donors and partner organizations.
- Provides technical leadership in literacy and learning in design, development, planning, implementation, and capacity-building for specific technical components of programs.
- Collaborates with literacy and learning team members to develop standards and tools for the design and implementation of literacy programming.
- Coordinates capacity building activities and technical exchange with field counterparts, consultants, and technical staff of implementing partners.
- Communicates regularly with field office staff to build positive home office/field office relationships.
- Leads and contributes to new business development activities, including capture and proposal writing, for the Literacy and Learning Team
- Responsible for coordinating across Literacy Team activities, holding regular Literacy Team meetings, delegating responsibility among Literacy Team members, and providing support and follow up to ensure quality across activities and promote professional growth among literacy team members.

- Defines and develops solutions for major business or functional challenges.
- Contributes to planning and making recommendations for department/program/project concept, operations, and/or implementation.
- Influences design and scope of initiatives and programs.
- Reviews, analyzes and evaluates the effectiveness of programs/projects and makes recommendations for enhancements.
- Develops strategies and tools for the design and implementation of specific technical components.
- Ensures the quality of implemented technical activities and systems at all levels.
- Represents the organization and/or Institute to external entities at professional meetings and conferences.
- Maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs and consistently maintained and viewed as a knowledgeable resource in their technical area.
- Continually maintains a dialogue and technical exchange with field counterparts and technical staff of implementing partners.
- Coordinates with employees and consultants, on-site and in the field for situations that is less routine and more unusual.
Master’s degree in education or its international equivalent; PhD in education or EdD preferred
- 8-11 years of experience in global education, specifically in the area of literacy and learning or equivalent combination of education and work experience.
- Fluency in French and/or Arabic preferred; expertise in other languages will also be considered
- Strong knowledge and skills in literacy and learning; specific experience in one or more of the areas of curriculum development, multilingual education, materials development, teacher education and/or language and literacy policy reform preferred
- Demonstrated ability to apply reading and writing research to improve educational practice
- Experience designing and implementing donor-funded projects in developing countries.
- Able to lead a literacy team composed of headquarters-based, country-based and international members
- Experience in mentorship and staff capacity building
- Able to manage projects, set realistic priorities, and plan for the successful implementation of activities.
- Excellent writing and verbal communication skills.
- Must be able to read, write and speak fluent English.
- Must be available for up to 25% international travel, including in-country stays of between 2-3 weeks
